Read Jim Kenzie's article from The Toronto Star entitled "Crash statistics do not support photo radar". It's as relavant to BC as it was to Ontario before they saw the light and got rid of their photo radar program.
The "Wheels of Justice" series critically examines Ohio's system of traffic enforcement and also talks about the serious problems related to municipalities keeping fine revenue.
Chuck Poulsen wrote a very interesting article for Kelowna's The Daily Courier in which he argues that "Photo radar no match for wily speeders", and that they have a loophole big enough to drive a truck though.
